This conference was held at Jan Smuts House, Johannesburg, in 1972. The participants included experts from eight African states and territories, as well as from the US and Europe, representing various relevant academic disciplines, government services and the private sector. From within South Africa itself were black and white participants representing universities, government departments and the homelands.
