The European Community is the world's largest market for US tobacco exports. The Six took 30 per cent. of US unmanufactured tobacco exports in the 5 years to 1972, and the Nine took 58 per cent. The Common Agricultural Policy for tobacco provides: guaranteed high prices with no production controls; a lucrative buyers' premium to purchasers of EC leaf; an export subsidy and limitations on imports. This is likely to encourage increased production in EEC countries, especially Italy.
