In many LDCs in Asia and Latin America agrarian reform is considered one of the necessary prerequisites for overall social development in which the lower classes also participate. Relatively few countries, however, have carried out effective agrarian reform. This cannot be explained by the dominating political influence of landlords which often no longer exists. The attitude of the urban strata plays a much more decisive role.
