During the past decade, both producing and consuming nations have become increasingly concerned over the interaction between broad foreign policy objectives and international trade in commodities. This report reviews some salient features of post-World War II foreign economic policy. First, it briefly explains what cartels and embargoes are; then it explores how the Great Depression influenced post-war economic theory and policy analysis.
