The paper indicates that differences in estimating methods are an important cause of divergent estimates of the value for recreation benefits. The first part reviews the following innovations in research methods: (1) direct transfer costs in addition to variable costs of automobile costs; (2) travel time cost; (3) substitution effects of other sites; and (4) public investment and operating costs.
