There is general agreement that the main beneficiaries of the new crop varieties introduced in developing countries under the Green Revolution have been the low-income urban consumers and the better-off farmers in favoured agricultural regions. In Latin America such crops as beans, cassava, maize and potatoes are produced mainly by small farmers in less favoured areas, and this paper recommends that in future improved production systems and technology should be directed towards these farmers.
