A method of forecasting the most likely consequences of public policy decisions on the economic well-being of domestic producers of food and natural fibres is developed. A new macroeconomic model, GEM, derived from a general equilibrium framework, is outlined. The GEM model is validated and a maximum forecasting period of five years is identified. A topic of current interest was analyzed using GEM, namely the projection of three possible Federal Reserve System policies for 1979/81.
