Drawing on the National Seminar on Rural Market Centre Development held in Colombo in January 1980, this sets out a five-year plan for the development of periodic rural markets (polas) designed to improve the servicing of small farmers through better market facilities and administration, as well as the development of institutional and supporting services. The plan also seeks to use the polas as centres for the dissemination of innovative ideas and techniques relating to agriculture.
