The report analyses the development policies and strategies of the Left Front government in West Bengal to improve the situation of the rural poor. It examines how the panchayats function, how the policies of the government are carried out, and who benefits from the government's development programmes. The analysis is primarily a structural one, with emphasis on the economic dimension. Discussion is based primarily on case studies carried out in selected areas of West Bengal.
