In the 1980s, the Nepalese government adopted a forest policy which involved handing over the hill forests to 'user groups' or local organizations. This article traces the development of the Community Forestry Programme and argues that empowerment rather than the widely used 'indoctrination' approach is needed to bring about effective resource management by local groups.
