This paper looks at the way that agriculture in developing countries has been taxed relative to other sectors. Shifting resources to industry was thought to be justified by agriculture's declining terms of trade. Policy makers biased incentives against agriculture directly through sectoral policies and indirectly through industrial protection and other policies.
