The principal objective of this paper is to provide information on the nature of the Intergovernmental Panel on Forests/Intergovernmental Forum on Forests (IPF/IFF) Proposals for Action, present a methodology that could be used for voluntary evaluation of the implementation of the IPF/IFF Proposals for Action and examine the role of national forest programmes. The methodology was elaborated in the context of two case studies - for the European Community and Austria.
