Now that the Magnuson Fishery Conservation and Management Act is up for reauthorization, Congress is turning its attention to the nation's dwindling fisheries. The Magnuson Act, passed in 1976, was intended to protect U.S. interests from foreign competition through the creation of an area called the Exclusive Economic Zone (EEZ). According to Suzanne Udicello, vice president for programs of the Center for Marine Conservation, the act has succeeded in Americanizing the EEZ, but it has substituted domestic overfishing for foreign overfishing. Several U.S. scientific and conservation organizations have issued recommendations for changing the Magnuson Act in a manner that might aid in stock recovery.
