A quota scheme is proposed in which payment for milk production is divided into 2 parts, a variable sum depending on the number of gallons produced and an additional sum as a premium on the basic gallonage or quota allocated to that producer, which will be a fixed amount except when production falls short of the basic gallonage. The main effects of this scheme on production and non-quota price, i.e. the price paid for production in excess of the basic gallonage, are discussed.
