A high-yielding varieties (HYV) programme should be assigned priority in accordance with the seriousness of a food situation and the suitability of the land and water resources of a given country. An adequate programme, however, cannot be carried out unless government leadership is capable and prepared to make the hard decisions required at the different stages of development.
