The decision making problems of any of the aspects of measurement are enormously difficult, and even an approximation to their solution still escapes us. Everything that has been said here about measurements is applicable to a broader class called "information" and "data." A rather significant portion of our resources is devoted to generating and processing data. However, it is apparent that no one knows how the data should be expressed (the decision problem of data language is unsolved), what data are needed (the decision problem of data specification is unsolved), how the data are to be used in various contexts (the decision problem of standardization is unsolved), and how the data are to be evaluated (the decision problem of accuracy and control is unsolved).
